The answer is for black to play R/b-e8. After that, white must lose a rook.

As an alternate solution, how about RxR It provides the same results, but allows the rook to protect the pawn, giving the king a little more movement.

RxR doesn’t work because it merely exchanges rooks whereby the correct answer wins a rook.
