The answer is for black to play K-b6. White has a choice to make a useless move with his queen or postpone checkmate for a while with K-c8. This mate in 3 begins with white playing Qxf7, check. Black is virtually forced to play Bxf7. (If he plays K-h8, white mates with Q-f8.)  So , after Bxf7, white plays Rxc8 check.
